This training is part of the long term strategy of ENOA. In March 2005, we have started a reflexion during a training in the network that had as topic "Promoting sustainable youth participation from local to European level" (a complementarity for a better citizenship education of the young people). During this training we discussed the topics; active youth participation and empowerment. During this meeting, the members of ENOA started to define the different steps and the tools linked with the empowerment process. The main idea is to organise a long term training program in which each training course will focus on one step of the empowerment process (see process in attachment). This training, as first of the long term training program plans to focus much more on the first step, meaning the participative diagnosis.

It will be a training for youthworkers and youth leaders to question the concept of citizenship (from local to European) toward youth communities and to transfer it in concrete tools adapted to the participants realities. During this training we will work on the process of active citizenship of young people, focusing on the first step of this process: "The participative diagnosis" (Why, how to implement it, and how to analyse it ) involving all local actors in the youth field.
