l Presentation 
In March 2000 people from 6 different european countries came together to found a new european network. After one week of intensive and taxing work, we built up the first steps for the legal, administrative, theoretic and practical basis. Now we can introduce you the idea of our network ....

l Mission 
The network states a variety of social facts and shares basic objects of social development. Basic facts such as individualisation and persisting social inequality, multicultural societies and persisting intolerance, globalisation and persisting local necessities are challenging the different societies and the basic objects of human rights and social justice. By organizing international exchange the network aims to enhance its members to improve their capacity in analizing the existing situation and to learn from each others approaches to promote social development according to the cited aims. The network will conect the members work in order to both exchange ideas, concepts and techniques as well as to improve the members own capacity by the experience of this workingcontext of intercultural learning, understanding and constructive respecting of different cultural backgrounds. To achieve this global aims we designated the technics of Animation and Streetwork.
Animation as an interactive method (gives us the possibility) to improve the ability of individuals for creativity, communication and mobility and to integrate their competences (into happenings). Streetwork is a method giving us the possibility to bring back public spaces to the public, to give chances for social participation and interaction, and to give the institutionalized art back to the streets and bring people and neighbours in this way together.
Our focus will lay on the target group of youth and children, which does not mean an exclusion of all others.
 
l Aims 
1. Information and communication
Our aim is
- to develop a network that will create a permanent dialog and exchange of experiences, knowledge and technics of Animation and particularly Street Animation, with intercultural communication as a central tool.
- to crate a real coherence between the notions of local and international development of animation and streetwork.
- to advance the intercultural competences, the ability to deal with different modes of living and habitats, to consider the own way of thinking and to develop respect for other liveforms.

2. Education and training
Our aim is
- to maintain the principles and values of unconstrained education.
- to support animators by instruction, training and further education in theory and practice of animation and streetwork technics at any level.
- to disseminate, innovate and develop further the methods and practice of animation and streetwork.
- to develop the communicative, creative and motoric skills of young persons and children through animation and streetwork.

3. Projects
Our aim is
- to support local projects of animation and streetwork working in an international and intercultural dimension.
- to initate, create and carry out bi- and multilateral exemplary projects, which should be an exemplary for others to emulate.

4. European house
Our aim is
- the creation of an European House of Animation, to bring the methodical work, the practical training and the administration of the network under one european roof and offer a place for exchanging ideas and finding new friends, according to the european idea.

l Act 
The European Network of Animation
- is building up a database of organisations, individuals and members of the network who will support and be involved in the network.
- is carrying out action-trainings.
- is carrying out youth exchanges.
- is working on the establishment of the European House of Animation.

enoa is a registered assocation located in Rennes, France.

STATUTES OF ENOA as of March 2003

Chapter I
General Principals

Article 1 : Name of the organisation, Nature and Official Place
1. This Association adopts the name of ENOA - European Network of Animation, and its composed by individuals or organisations who believe in its aims.
2. The Association is constitute for indeterminate time.
3. The Association has his official address in Estrada da Ameixoeira, 29, 3° Esq., freguesia da Ameixoeira, concelho de Lisboa, Portugal.

Article 2 : Object / Great aims/mission statement
Enoa will develop projects, tools and initiatives to promote the dialog and exchange of experiences or knowledge on the field of Animation, in order to promote intercultural learning and a deeper understanding and respect for cultural diversity.

The specific aims are the following:

1. Information and communication
- to develop a network that will create a permanent dialog and exchange of experiences, knowledge and techniques of Animation and particularly Street Animation, with intercultural communication as a central tool.
- to create a link between local and international development of animation and street work.
- to promote the intercultural competences and the ability to deal with different life styles and habitats and developing respect for all live forms.

2. Education and training
- to maintain the principles and values of non formal education.
- to support animators by instruction, training and further education in theory and practice of animation and street work techniques at any level.
- to disseminate, innovate and develop methods and practice of animation and street work.
- to develop communication skills and the creativity of young persons and children through animation and street work.

3. Projects
- to support local projects of street work and animation, working in an international and intercultural dimension.
- to initiate, create and carry out International experimental or innovative projects.
- To work in partnership with local organizations or individuals in order to guaranty a positive impact on the participants and the local communities as well as a concrete follow-up of the actions held by ENOA.

4. European house
- To create an European House of Animation, to develop research, practical trainings, projects and methods of
animation as a social tool, in order to involve and co-operate with both local and international communities.
- To promote the self-organisation and active citizenship with the local community where it is based.
- To promote the inter-relations between the cultures, the generations and respect the differences.
- To enhance active participation of individuals / organisations which are linked to the European House or ENOA

Article 3 : Actions to be developed in order to achieve the aims
The European Network of Animation is engaging the development of the following actions:

- To build up a database of organisations, individuals and members of the network who will support and be involved in the network.
- To carry out action-trainings and experimental seminars around the topic of Animation or related issues
in several countries.
- To carry out Youth Exchanges or other kind of projects that contribute to the aims established.


Chapter II
Members

Article 4 : Memberships / Composition of the network
1 - Both associations and Individuals who share the principles stated in the second article can be members. Any individual may be accepted by the bureau as a member, after paying the annual membership fee. Organisations and with representatives in Europe may be accepted by the bureau as a member, after paying the annual membership fee.

2 - The membership fee will be defined and actualised by the bureau. The fee should also be adapted to the economical standards of the country from witch the members came from.

3 - The bureau can suspend the membership at any time of any individual or organisation according to the severity of the issue. The individual/organisation will be given the opportunity to defend their action via different communication means (post, e-mail, fax etc.) and in the first general assembly after the incident. This GA will then decide on the case presented.

4 - Any member can resign at any time by letter. The bureau will take the name from the database. There is no refund of membership fee.

5 - Alternative status can be given to individuals or organisations who wish to co-operate with the network in other ways, like affiliate, partner, etc…


Article 5 : Members rights and duties
1.Rights of the Members:
a.To elect and be elected to any of the association bodies.
b.To participate in the Association activities.
c.To ask for any information or documents of the association.

2.Duties of the members
a.To respect the statutes and the decisions taken by any of the association bodies.
b.To carry-out the responsibilities given to them by the GA.
c.To take care for the patrimony of the association as well as for its good name.


Chapter III
The bodies

Article 6 : Bodies of the Association
a.General Assembly
b.Bureau
c.Fiscal Council

Article 7: The General Assembly
1 - The GA is constituted by all the members.
2 - The ordinary GA comes together once a year, an extraordinary general assembly can only be called by 25% of the members, being that this group must include a minimum of 10 persons.
3 - The GA as to have a bureau composed by one President , one vice-president and a secretary, that will be elected every year in the beginning of the ordinary GA, and maintain their functions until the next ordinary GA.
4 - The tasks of the GA are:
a.To change the statutes when necessary.
b.To approve and change the main rules of the association.
c.To define the main guide-lines of the association work.
d.To approve the financial report.
e.To elect the members of the association bodies, being that the candidates for the bureau have to present their ideas and visions for the network and the programme. After the bureau is elected, a second vote will be made to elect the president from one of the bureau members.
f.To suspend or cancel the membership of any member, by the proposal of the bureau.
g.To approve the annual strategies and programmes.
5 - Guidelines for the GA:
a.Representative voting is possible.
b.General decisions should be made through voting, when necessary by secret vote.
c.If it is necessary for the network to exclude one or more of the members of the bureau, it can do this through an extraordinary GA. The issue has to be decided by secret voting.

Article 8: The Bureau
1 - The bureau is the executive of the general assembly with administrative and organisational tasks.
2 - The bureau must consist in a president, a secretary, a treasurer and other members, in a max. of 7 persons from any nationality.
3 - The bureau members will be elected for 2 years, with the right to renounce at any time. The maximum term of members of the bureau should be 6 consecutive years.
4 - The bureau will be elected by secret vote.
5 - The Tasks of the Bureau are:
a.To propose an activity plan.
b.To present the Financial Report.
c.To decide on the membership fee.
d.To carry out its disciplinary power.
e.To invite all the members to the GA, and propose to the GA bureau, a selection of members to whom the access to the GA will be facilitated, according to their involvement in the network. This selection will follow the criterias approved by the GA members. It will be a GA Bureau task to analyse and decide on the approval of the selection made by the Bureau.
f.To present proposals to the GA.
g.To accept subsidies, donations, heritages or legacies.
h.To represent the association.
i.To decide on the official place of the network.
j.To make a report after each bureau meeting with the decisions and issues recorded. This document is not private but will not be published beyond the bureau.
k.To carry out all other tasks that the GA delegates.

Article 9 : Fiscal council

1 - The Fiscal Council is composed by 3 elements elected by the Hondt method.
2 - The Tasks of the Fiscal Council are:
a.To give his advice concerning the financial report presented by the bureau.
b.To ask to the bureau any information needed to carry out his tasks.


Chapter IV
Incomes

Article 10 : Incomes
The financial resources of the network are composed of:
c.Donations
d.Participation fee and membership fee
e.Public and private funding coming from regional
f.National and/or international sources
g.Fundraising
h.Sponsorship
i.Income from assets of services
j.Income from resources such as conferences and publications
k.The eventual income by the creation of the European house


Chapter V
Other Issues

Article 11: Mandate
The duration of the mandates of the Association bodies is 2 years, except for the GA Bureau to whom its one year.

Article 12: Requests for deliberations
1 - Decisions taken by the association bodies are made by majority, except for changing the statutes, where a qualified majority of ¾ of the members and quorum is needed. Also to decide on the dissolution of the network, a majority of ¾ of all members is needed.
2 - During elections or if the moral behaviour of a member is an issue, voting will be done by secret vote.

Article 13: Incompatibilities
The members of the Fiscal Council, Bureau and GA Bureau can not combine functions within these 3 bodies.

Criterias for the selection of the members to whom the access to the GA can be facilitated.
Both individual and organisation.

Priorities are:
. To have been participating in one of the projects held in the year before.
. To be recommended by the team of a project.
. To be involved directly in the preparation of a future Enoa project.
. To be involved in the network in an active and regular way, through the last year.
. Other persons, as long as their presence is justified for a real need or value for ENOA.
